Suspicions of some elements regarding lopsided water distribution among various units of the federation were baseless having no grounds, chairman Indus River System Authority (Irsa) Shafquat Masood said.

In an interview with PTV he said Irsa has a foolproof water distribution system. "The allegations of water theft holds no ground."

The Authority was legally bound to ensure equitable water distribution among all the federating units by adjusting it in accordance with the availability (of water) in various rivers, he said.

Representatives of Sindh government have been deputed at important water distribution points in Punjab for ensuring proper monitoring, he said and added "likewise a representative of the Punjab government monitors water distribution at important points of Sindh for ensuring equitable distribution."

"Water distribution share of all provinces is fixed with consensus at the onset of every crop season in collaboration with a technical advisory committee having representation of all provinces," he said, adding, "it is like an amount deposited in a bank. Each shareholder is completely free to receive gradually its choicest shares during a season."

"If a province needs more from its share due to water scarcity or any other complication the same is provided to them by subtracting from their fixed share. However, the total share remains the right of the province," he added.

He said: "Irsa serves as a final deciding authority if a dispute between the two provinces emerges."

Responding to a question he said Irsa has computerised all the relevant records about which everyone can inquire about it. "Nothing has been kept secret or concealed," he said, adding, "everything is shared with others and recorded also."
